The University of Maryland, Baltimore (UMB) School of Pharmacy (SOP) is currently seeking a dedicated and detail oriented Human Resources Specialist to join the Office of Human Resources and Payroll Services in the Dean’s Administration.

The Human Resources Specialist is responsible for supporting and coordinating the administration of human resources transactions and payroll functions for the School of Pharmacy with 500 plus employees, which includes faculty, staff and students. The ideal candidate will be responsible for handling various functions, including recruitment, employee relations, payroll, and leave administration. The Human Resources Specialist is expected to function independently, exercise discretion, and contribute to assignments and projects that require significant evaluation, originality, and ingenuity. The HR Specialist role is vital for maintaining employee trust and satisfaction, ensuring compliance with regulations, and supporting the overall integrity of the School and department.

PRIMARY DUTIES

  • HR and Payroll Administration:
    • Responsible for the daily operations of human resources activities and payroll functions; including the campus processes of payroll, timesheet approvals, leave administration, electronic personnel action form (ePAF) submission, onboarding and offboarding, IT appointments for new hires, talent acquisition, job postings, interviews, employee actions, and payroll processing.
    • Provide administrative support to the daily operational needs of the office.
    • Organize the activities within the School’s Office of Human Resources and Payroll Services with the Campus Human Resources Services and Financial Services Payroll initiatives to ensure optimum efficiency and compliance with appropriate policies, procedures, laws, and specifications. Adhere, propose, and ensure compliance with relevant federal and state laws and regulations, University System of Maryland (USM), University policies, and procedures.
  • Payroll Management:
    • Calculate employee wages, bonuses, and deductions accurately.
    • Process payroll on a biweekly schedule.
    • Reconcile payroll to ensure employees are paid accurately.
    • Ensure compliance with federal, state, and local payroll regulations.
  • Leave and Benefits Administration:
    • Assist the Employee Labor Relations Office with reviewing and monitoring employee leave approvals such as Family Medical Leave (FML), Advanced Sick Leave (ASL), parental leave for qualifying employee classes, and other leave administration granted to employees.
    • Assist employees with benefits programs, including health insurance, retirement plans, leave policies, tuition remission, UMB discounts, childcare grant program, and other qualifying benefits offered by UMB.
    • Communicate benefits information to employees and address inquiries.
  • Employee Support:
    • Meet, confer with, and advise School of Pharmacy employees, management, and leadership to provide human resources and payroll advice, answers to questions; provides policy interpretation and recommendations to resolve issues.
    • Serve as a liaison and collaborator with the SOP staff, Human Resources Service (HRS), and Financial Services Payroll in facilitating human resources and payroll objectives and initiatives to ensure departments are fully informed and trained.
    • Facilitate bi-weekly new employee and status change orientation program to ensure a seamless introduction/transition into new role.
    • Facilitate employee grievances related to human resources and payroll policies, procedures, and practices. Escalates transactions and issues as necessary.
    • Assist management and leadership to ensure human resources and payroll activities are consistent with and in support of UMB policies, mission, vision, and core values.
    • Write communications for school distribution such as emails. newsletters, brochures, or flyers and coordinates process from development through printing and distribution.
    • Facilitate human resources related workshops, meetings or conferences, coordinate logistics, scheduling and participant communications. Assist in the implementation of human resource programs and projects.
  • Tax Compliance:
    • Manage the non-US citizen Glacier and visa documents and renewal process for faculty, staff, students, post-doctoral fellows, and residents.
  • Record Keeping:
    • Maintain accurate payroll records and employee personnel files.
    • Update records for new hires, termination, and changes in employee status.
  • Collaboration:
    • Review human resources transactions to determine acceptance and formulate decisions pertaining to resolution of related issues. Escalate transactions and issues, as necessary.
    • Work closely with other departments, such as the department business office, finance, administrators, and operations to ensure alignment on related issues.
    • Collaborate with other State of Maryland agencies to assist employees, such as the Central Payroll Bureau in Annapolis, MD.
  • Policy Implementation:
    • Assist in the development and implementation of HR & payroll policies, processes and improves methods for efficiency and effectiveness of human resources activity to streamline and remove redundancy. Initiates technological processes to expedite actions. Analyzes the changes results and recommend and take appropriate action for ongoing improvements.
  • Reporting:
    • Generate HR and payroll reports for management.
    • Analyze data to identify trends and areas for improvement.
    • Prepares reports and records on human resources and payroll activities including progress, status, time and attendance, end of year processing, compliance payroll audit reports, departmental reports, and other special reporting.

This position will serve as a backup to team members in the office and perform other duties as assigned.

 
Qualifications
 


MINIMUM QUALIFICATIONS

EDUCATION: Bachelor’s degree in a related field of study such as human resources or business administration.

EXPERIENCE: Two (2) years of human resource experience.

PREFERRED EXPERIENCE: Proven experience in HR and payroll administration preferred.

OTHER: May consider a combination of directly related experience and education.

 

ESSENTIAL EMPLOYEE DESIGNATION

This position is classified as an essential designated role, meaning the selected candidate will be required to perform critical functions and provide essential services, even in the event of delayed openings or campus and or school closures. The essential employee designation is subject to annual renewal.

HIRING RANGE: $62,000 - $72,000 per year (Commensurate with education and experience)
